Biographical Sketch

Victor T. “Vic” Stelly was born in 1941 and was educated at Northwestern State University in Natchitoches, Louisiana State University, and McNeese State University.  For 25 years, Stelly ran an insurance and real estate firm in Moss Bluff.  He is a member of many civic organizations and has received many service awards.  From 1983 to 2003, Stelly represented Southwest Louisiana in the state legislature.  In 2002, Stelly authored an amendment to the Louisiana State Constitution commonly known as the “Stelly Plan.”  This amendment eliminated the state sales tax on food, drugs, and utilities and raised the state income tax.

The Papers consist of documents, certificates, photographs, and clippings relating to Stelly’s political and civic activities.

Stelly Roast [2003].  The Moss Bluff Civic Club and VFW Post 993 sponsored this roast with the proceeds going to install a monument of Sam Houston Jones at the state park in Moss Bluff.  Roasters were Randy Roach, Willie Mount, Ronnie Johns, Jim Beam, and Russ Bordelon.
